“Elicia Pegues Spearman is the Vice President, Chief Human Resources Officer (CHRO) for General Dynamics Electric Boat’s Human Resources & Administration. General Dynamics Corporation, an aerospace and defense company, has $33B in revenue. Its subsidiary, Electric Boat, has been the primary builder of submarines for the United States Navy for more than 100 years and has over 17,000 employees and revenues of $5.5B.

Spearman manages a multi-functional HR organization and serves as the trusted advisor to the President and leadership team.

Prior to her recent promotion as CHRO, she was the Vice President of Human Resources for Hubbell and served also as their Chief Employment Counsel. And prior to Hubbell, Spearman worked as a lawyer and held several HR leadership positions at Aetna.

Spearman is proud of her lifetime of community involvement with numerous national and local organizations/ boards, including Alpha Kappa Alpha Sorority, Inc., which spans the decades and includes mentoring several professionals and students.

Spearman earned a Bachelor of Science degree from Wellesley College and a Juris Doctor from Case Western Reserve School of Law. She is also quite fond of the time she spent at Howard University as an exchange student.”
